EDUC 368 - Language Policy and Planning in Education

In this advanced course, students examine formal and informal education policy as it applies to the schooling of multilingual learners in the U.S. and globally. Topics vary across semesters and may include the application of federal civil rights legislation and case law related to national origin and language, federal education policies such as the Elementary and Secondary Education Act (ESEA) and Equal Educational Opportunities Act, the construction of the “English learner” and “long-term English learner” policy categories, the English-only movement and bilingual education policies, the seal of biliteracy, college and career readiness for multilingual communities, and monolingual and dynamic bilingual classroom language policies. Throughout the semester students examine political discourse and policy making processes, engage in case studies of policy implementation, and (re)imagine equitable and just future directions for language education policy. Students also have the opportunity to engage with policy makers, researchers, and educational leaders as they conduct inquiries into the development and implementation of language policy.
